Alabama’s governor eases COVID-19 restrictions but extends mask order until April 9

Alabama Gov. Kay Ivey said Thursday she plans to lift the state’s COVID-19 mask order by April 9. Ivey cited reduction in COVID-19 case statewide; as of Tuesday, Alabama’s seven-day average for new COVID-19 cases was 778 per day, an 82% drop from the high reached Jan. 10 and the lowest average for daily new cases since late June. Ivey also said that COVID-19 hospital rates had similarly declined.

Ivey said that the state needed to get past Easter and allow more Alabamans to get their first vaccine dose before lifting mask orders, adding at a press conference, “There’s no question that wearing masks has been one of our greatest tools in preventing the spread of the virus. Even when we lift the mask order, I will continue to wear my mask when I’m around others and strongly urge my fellow citizens to use common sense and do the same thing, but at that time it will become a matter of personal responsibility and not government mandate.”

Ivey made the announcement while also extending the state’s “Safer at Home Order” until May 7, which urges residents to minimize travel outside the home and follow other federal COVID-19 health guidelines. However she eased other COVID-19 restrictions, including a change to allow outdoor programs in senior centers to resume with new safety guidelines, as well as allowing summer camps to open, permitting restaurants seat patrons closer than 6 feet if they are separated by partitions, and raising the maximum number of visitors from one to two at nursing homes and hospitals.

Senate debate delayed after requiring 628-page COVID-19 relief bill read out loud

The Senate clerk was required to begin reading aloud all 628 pages of President Joe Biden’s $1.9 trillion stimulus and COVID-19 relief bill on Thursday, a process that’s expected to take about 10 hours before the lawmakers can begin debate on the legislation. The decision came after Sen. Ron Johnson of Wisconsin voted against dispensing of the procedural step before debate can begin. Johnson tweeted, “I just objected to skipping past the reading of the Democrats’ 628-page bill that was just introduced minutes ago. If they’re going to add nearly $2T to the national debt at least we should know what’s in the bill.”

The House passed the aid package last weekend, but two aspects have since been changed. The provision to raise the federal minimum wage requirement to $15 per hour will no longer be part of the bill, and the President has agreed to impose greater income restrictions for Americans to receive the $1,400 direct stimulus payment.

After the reading Thursday, senators will introduce a motion to begin 20 hours of debate. Late Wednesday, the House decided not to convene on Thursday due to warnings from law enforcement of a possible far-right plot by pro-Trump radicals to break into the Capitol again and target Democratic lawmakers. The Senate convened at noon despite warnings from U.S. Capitol police that there could be a threat.

White House warns of military response to rocket attack on Iraq base housing U.S. troops

The White House warned that the U.S. may consider a military response to the rocket attack on Wednesday that hit an airbase in western Iraq where American and coalition troops are house. A U.S. contractor died after at least 10 rockets slammed into the base. It was the first strike since the U.S. bombed Iran-aligned militia targets along the Iraq-Syria border last week; no group has claimed responsibility.

The White House said that heightened tensions with Iranian-backed militia groups in Iraq could lead to more attacks. Asked about the attack, President Biden told reporters, “we are following that through right now.” He added, “Thank God, no one was killed by the rocket, but one individual, a contractor, died of a heart attack. But we’re identifying who’s responsible and we’ll make judgments” about a response. Pentagon spokesperson John Kirby said the U.S. contractor “suffered a cardiac episode while sheltering” from the attack and died shortly afterward. He said there were no service members injured and all are accounted for. British and Danish troops also are among those stationed at the base.

National security officials give differing timeline of Capitol attack response

During questioning as part of the Senate’s investigation of the Jan. 6 attack on the U.S. Capitol, a Washington, a member of the National Guard and a Pentagon official disagreed on the speed of response to the incident.

Appearing before a joint hearing of the Senate homeland security and rules committees, Maj. Gen. William Walker of the District of Columbia National Guard and Pentagon official Robert Salesses presented differing timelines for when Walker received approval to deploy the National Guard in response to radical supporters of former President Donald Trump who forced their way into the Capitol building.  Walker testified that it took more than 3 hours to authorize the deployment of troops in response to the insurrection. Were it not for the additional restrictions, Walker said he would have “immediately pulled all the guardsmen that were supporting the Metropolitan Police Department.”

However Salesses presented a different timeline from Walker, saying that after a call with military officials, McCarthy assessed what the National Guard’s mission would be and visited the headquarters of the D.C. Metropolitan Police Department before securing final approval from acting Defense Secretary Christopher Miller at 4:32 p.m.

The first part of the committees’ investigation occurred last week when the panel heard testimony from four law enforcement and security officials, including U.S. Capitol Police Chief Steven Sund.

Texas and Mississippi to lift COVID-19 mask mandates and business restrictions

Governors of Texas and Mississippi announced Tuesday that they will lift their state’s mask mandates, as well as lift the restrictions on businesses and facility capacity back to 100%. Texas Gov. Greg Abbott said the mandates are no longer needed due to advancements of vaccines and therapeutics to protect against COVID-19. The new executive order goes into effect on Wednesday, March 10, rescinding most earlier executive orders related to the coronavirus. Abbott said in address to the Lubbock Chamber of Commerce: “With the medical advancements of vaccines and antibody therapeutic drugs, Texas now has the tools to protect Texans from the virus. We must now do more to restore livelihoods and normalcy for Texans by opening Texas 100 percent. Make no mistake, COVID-19 has not disappeared, but it is clear from the recoveries, vaccinations, reduced hospitalizations, and safe practices that Texans are using that state mandates are no longer needed.” He said the new order ensures “that all businesses and families in Texas have the freedom to determine their own destiny.”

Mississippi Gov. Tate Reeves made a similar announcement, tweeting, “Starting tomorrow, we are lifting all of our county mask mandates and businesses will be able to operate at full capacity without any state-imposed rules. Our hospitalizations and case numbers have plummeted, and the vaccine is being rapidly distributed. It is time!”

The moves come just days after CDC Director Rochelle Walensky warned that progress in the U.S. against the virus was “stalling,’ adding: “Things are tenuous. Now is not the time to relax restrictions.” However both states have seen declines in the average daily number of new cases of COVID-19. Texas has administered more than 5.5 million doses of vaccine. About 12.7% of Texans have received at least one dose, and 6.5% are fully vaccinated. In Mississippi, some 14.1% of the state’s residents have had at least one dose of the vaccine, and 7.6% are fully vaccinated. The state has administered more than 630,000 doses.

At least 13 killed in Southern California crash involving semi-truck and SUV

At least 13 people were killed and a dozen others were taken to hospitals after a semi-truck slammed into a SUV carrying 25 people just north of the U.S.-Mexico border.

The highway patrol said the crash occurred at State Route 115 and Norrish Road, at about 6:15 a.m. PT in Imperial County, about 15 miles from the border. A Ford Expedition filled with 25 passengers was hit by a semi-truck full of gravel, the California Highway Patrol said. Those killed included Mexican citizens ranging in age between 20 and 55, while the injured were between 16 and 55. In total twelve people, including the Ford driver, were pronounced dead at the scene and another person died at the hospital.

The semi-truck was headed north on 115, south of Norrish, while the Ford SUV was traveling west on Norrish, just east of 115. Border Division Chief Omar Watson told reporters: “At this point it’s unknown whether or not the Expedition stopped at the stop sign, but it did enter the intersection in front of the big rig. CHP Subsequently the big rig collided with the left side of the Ford Expedition.” The CHP is in contact with the Mexican consulate in hopes of notifying next of kin.
